Will it harm a non-POE device into a POE port?

In short, no. The switch will send a very low-voltage signal to whatever you plug into it (not enough to harm the device). The amount of current drawn by the plugged-in device allows the switch to determine if the device is PoE/non-PoE. If the device draws no power, the switch will not send through additional voltage. If the device does draw power, the PoE switch will take additional steps to determine how much current to send to power the device. Unplugging and re-plugging the device starts this process over again.

Can two POE switches be stacked to double the number of ports?

The answer is yes, kind of if you "stack" them or daisy chain them together you will have more POE ports. That said it will no be double as you need a port to stack or daisy chain them together so the devices can talk to each other or you can communicate with and configure the POE devices if needed. with the 8 Port 4 Port POE you could get 8 Ports POE and use a non POE port to connect them to each other or to a main switch.

Will 1 port put out more than 15.4 W if  only one port is used?

No, That is the max amount any port together or singularly will provide power.
If it wasn't regulated it could would destroy equipment plugged into it.
