Does this come with an AM4 bracket?

Yes, at least the one I got came with both Intel and AMD ( AM3 & AM4 PRE-DRILLED HOLES )mounting brackets and spacers for both brands as well. I do believe the one thing in this particular cooler some people may have trouble with is the Actual CPU BACK PLATE, Although I can't remember for sure and perhaps newer versions may come with the BackPlate.... you need to have your own MB CPU Backplate, so if the original one was changed for custom cooler.. it may not work out. Also if using Mini-ITX with Standard 1" / 25mm thick Exhaust Fan Over motherboard rear components it will almost surely limit the positioning of the CPU Cooler ( dependant on Brand specs for Case & MB Layout & RAM height ). But really.. crunch your numbers this thing's heat pipes do stick out a bit in order to allow for bottom placement of the Fan itself if desired... But they only include one set of clips to hold ONE Fan so if your thinking Dual Fans on the Heatsink... good luck  with that.
