No, this is specifically for the Lancool 2 Case

Does this front panel still have support for front RGB like the stock panel does on the Lancool 2?

No. This panel has no RGB in it. In order to get RGB like the new Lancool II MESH RGB you would need to add RGB FANS in the front. This kit will provide much better airflow into the case, but the tradeoff is that you will lose the RGB that was built into the original front panel.
