How many flash drives or USB drives are there?

There are 2 USB 3.0 ports on the front and 2 USB 2.0 ports.  The number of rear ports would depend on the motherboard configuration.

What is the purpose of the smaller (power?) button on the far left top of the case?

How do you access the front of the case to install fans or access pre-installed fans behind the face of the tower?

I Would contact CIF who makes the case, they have a Web site or seach on line. I didn't buy the stock computer, I changed all most everything to my specs. 
Upgrade cooling, liquid cooling, ect! When I received it, was built, has never been apart. one thing I've done  all ways, all my computers, are on the top of my desk, never under the desk, they need plenty of cool air. Hope this helps you.

would I  be correct in assuming that this product does not come with any pre-installed hardware?

I bought mine as part of a "build your own PC" option NewEgg offered. All the hardware I bought came pre-installed and ready to plug in and start playing.

Where are the 2.5 bays? I see the 6 3.5 ones, but I don't see the 2.5 ones for a SSD. And since they are hotswap bays, can't get a 2.5 bay kit for them.

There are 6 2.5" bays bellow the larger ones. You just screw a drive into one of the removable, vibration dampening bays and never touch a screwdriver again.

They are behind the fans in the front of the case.

I plan on getting the Sapphire Radeon R9 280X and its 12.5 inches long, would this fit in the case?

Yes it will fit. It's roughly 15" from the back of the case to where the drive bays  are.

can it support 360 mm liquid cooling?

Yes it can. I love the case it has plenty of room! you can add the 360MM on the top of the case or even on the front if you want to spend time. Hope this help
