Can someone please explain to me how this monitor tilts? I just received it and can't figure it out. Someone had said previously that it does tilt.

It does tilt but is on the stiff side.
Grab the monitor with one hand on the top center and the other on the bottom center.
Then push/pull it into the desired position.

I suggest that you download the instruction manual from Samsung. The manual has a picture showing the amount of tilt permitted.

Does monitor work with windows 10 PC?

The monitor works great with windows ten, though if I were you I'd make sure that your headset works properly with windows ten, it's been bugging out on me, just some words of advise :)

The Samsung S24D300HL is NOT 4K (4000 pixeles horizontal resolution or 2160p for 4K UHDV).
This Monitor is 1080 horizontal lines

Yes, this monitor has both VGA and HDMI Inputs. So you could use either.

No, it has no tuner or internal speakers. Technically you can use the Hdmi input but id recommend getting a tv designed to operate primarily in that manner if that tops the list of what you want to use to for.

Would this monitor be good for gaming on?

I've had the monitor for quite a while and is performs well. I've been playing fallout 4 on it for a few weeks, it works good. It won't go beyond 60 Hz so you can only go up to 60 frames per second. Lucky for us humans can only differentiate up to 50Hz.

depends on what output your laptop has.
