Does this allow for a configurable range of static IP addresses along with the DHCP?

Yes, it's compatible with Windows 8 & 10. I know because I'm using it on Windows 10 right now. As for your second question, it doesn't seem like it but I'm not completely sure. I've browsed through the settings on my web browser and didn't see that sort of stuff anywhere.
