does this come with a tv to see what your playing?

It is a video display monitor for the game system but not an actual TV.   My son is in the military and is able to use this in his barracks as well as travel with it.   Display does everything needed for game system.

Is this compatible with the XBox 360 E?

I don't know about an XBox 360 but I know that the foam piece that comes with this system fits exactly for a PS4. I also know that you can buy a separate foam piece that is made to fit the XBox One, not sure if that will fit an XBox 360.

Is this a new set?

Yes - I believe it is the newest version and it was brand new when recieved. Been using it for 6 plus months and monitor still works great and no dead pixels. I use it even at home quite a bit when I'm too lazy to hook up to main TV (or wife is using tv). I owned the g155 as well and am very happy with this purchase (old one is still working great for my nephew).

Wondering if this comes with a travel power converter for use in the car? Can it use the cigarette lighter plug and doe it come with that cord?

It does not come with a car plug or a power converter. If you use a power converter it needs to be fairly powerful and have two outlets. One for the case screen, and one for the game console.

If I used this in a car with an outlet would it work?

As long as the outlet (preferably an inverter) has enough power to run the Vanguard, console and accessories without overloading - yes. I’ve done it multiple times on long road trips. Make sure it’s in a stable place and does not jostle around a bit. That may have internal damage to the console and if the lid falls shut, could damage quite a bit.
