Refresh rate is something a monitor or television has, not a PC.  A 4060 GPU, however, will run 1080p at a high framerate, allowing you to take advantage of a monitor's high refresh rate, if it has one.  I run a similar CPU and GPU that output to two monitors, one 165Hz 1080p main for gaming and a 75Hz 1080p in portrait mode for file explorer/web browser (165Hz and 75Hz are the refresh rates).  With sync enabled, I usually average 150-165 fps in games with high settings.  Hope this helps.
