Can this simutaneously drive 4 Samsung u28d590d 4k monitors through SST at UHD @ 60hz?

Yes it can. It is set up in my recording studio to run three monitors two 22's and a 28 I am able to shove my ,ouse any where from one screen to another without the old card set-up of having to go left or right it is with out a doubt the best card I have ever used for what I do. By being able to set the screen order up any way you want it cuts my work flow time into the plug-in's and stuff for music in half. And you can use any adapter you need I have two with DVI and one in HDMI if you have the monitors all the same it come with four cables two each of the small and two for DVI Hope this helps all I know is the music end of it and it does what I needed done with a XEON processor and 32 gig of ram it's way clear and fast

If I plug in two PNY NVS 510 will I be able to connect 8 display monitors?

One Board: The specs say 4 displays per board, but you can go to 16 if you mirror the original 4 displays (stream cloning).  I've never tried it. Those 4 displays can be 3840x2160 UHD.  With 4 monitors this card takes a lot of system resources.

Two Boards:  The Nvidia spec sheet says you can run two cards for 8 displays (32 mirrored) (in section under Nvidia Mosiac).  You are going to need a special computer with enough power to run two cards seamlessly.

is this card backwards compatible to PCIe2 x16?

Yes it is a great card I run three monitors in my studio and configure this one any way one can imagine as shove the mouse up or sideways from one screen to another. I had another card that would not allow me to do these kinds of things. It is a bit pricey but does what I needed, hope this helps
