Will this work for a Dell Inspiron 660 Windows 8?

Short answer, almost certainly. The card will work fine with Windows 8. You need a PCI 3 slot. I googled the Inspiron 660 and I found some information saying that, yes, it does have a PCI 3 slot. So, yes. If you're still unsure look in the manual and see if the motherboard has a PCI 3 slot.

What power supply is required?? it is not listed..

it gets power from the main board, so does not use a plug-in power wire directly from the power supply.  As for me, I have an older Raidmax SS-530 which works fine.  It did not occur to me to worry about the ps before I bought this lower powered unit.  It works fine for me.  I also received the rebate promptly.  I would definitely buy PowerColor again.

Is this compatible with the CROSSHAIR V FORMULA-Z motherboards?

Yes it is, although for a motherboard in that price range you may want to look at a more powerful card. Or, if you get an FM2 or FM2+ motherboard and compatible AMD APU, you could crossfire this card with the APU to get a decent performance boost.
