the installation mount .what is the size and screw placement. I'm hoping to install on a HP 2709M monitor ,its a 27"size with a Mounting Standard VESA 4-hole 100 mm x 200 mm -----  Weight Unpacked: 21.2 lbs (9.6 Kg)

Will this Work ?

Sorry for the slow response - I bought this thing at a reduced price six months ago, and have been too busy to find the time to set it up. I had to take it out of the box.

The mounting flange has two set of holes for non-Apple monitors: 
four holes at the corners of a 100mm x 100mm square, and ditto for a 75mm x 75mm square.

I hope that these will work for you. This appears to be a very nice set of swivel arms. Heavy duty and very well designed and constructed. I recommend it if it's compatible with your monitor. It might be worthwhile for you to construct an adapter out of aluminum plate if the holes are incompatible.

My computer desk does not have a lip on the back to attach the arm?

IMHO, the Rosewill RHMS-13001 is an excellent Vesa monitor arm, and I've used them for other purposes as well-- but, assuming you mean that neither the back nor sides of your desk have a suitable lip, I think you will have to substantially modify the desk and/or the arm.  For example, the clamp could be cut off with a hack saw, and the stand's base plate (as well as the desk) drilled to accept three or four quarter inch bolts.
