Does this have a program to run like Samsung SSD magician to manage the drive?

No, it does not come with any software (sorry I was wrong see below PS).  However I did not check on Sans Disks website (is now owned byWD)  At the time I purchased this drive it was 50% cheaper than Samsung's 1TB drive and though I have not run any bench marks the advertised speeds were almost the same as the Samsung drive.  I have been using mine as my C drive for almost a year and so far the drive has worked flawlessly.  I am not familiar with Samsungs magician software so I do not really know what it does for you.  But even though this drive comes with no software I would highly recommend this drive especially at its price point as well as coming with a 5 year warranty.  I liked it so much that I have purchased a second one for another PC build.  Oh on a side note I had a difficult time finding this drive on Sans Disk's website at first it was no where to be found so I gave them a call.  this drive was in their enterprise line of SSD's and I had been looking in the consumer level drives.
PS While writing this reply I decided to do some searches to find out if there really was some software for the Sans Disk SSD's and found this info well New Egg did not allow me to include the  URL (very helpful of them don't you think?) Just do a Google search for "TweakTown's Complete SSD Toolbox Software Roundup"  I just Googled the "Sans Disk Dashboard and it is considered freeware and is available from several locations  Majorgeeks is one of them. and I just downloaded it.  It appears that the latest version is v 1.4.1 dated Dec 13 22016.
  I am not sure if this was available when I purchased mine and I was just ignorant of it  it is called Sans Disk Dashboard and according to this review it is better and more feature rich than even Samsungs Magician software.

Does this drive have software to transfer the data from the old drive to this drive like many other new drives have?

You've gotta get your own program to do it, but there are some available for free that work well.

I don't know. Check the hardware specs. It the SP4 can handel 1 TB SATA drive then this should work.
