Is This Wiped Clean? If Installed In Desktop In Replace Of A drive That Went Will It Install The Os With No Problem Like A Brand New drive Would? First Time Buying A Used One

I purchased mine a bit over a year ago. It came wiped clean and I installed Windows 7 off a USB Flash disk without a problem. It's gotten fairly heavy use for about 18 months and still running fine. I'm pretty happy with it.

Does the HDD have a sata cable included? Does this HDD really have 6.0GB/s ( a reviewer said it is not)?

I did not get one with mine. There was none. When I installed it isn't chasis, the chasis had the connector mounted to the interface board.

Can this be used as external drive to be powered just using USB 3.0?

No, I don't think so, it needs a full size SATA power source, either plugged directly into a computer or placed in an external storage device box which uses its own power supply.
