If I use the 12VHPWR cable for a 30 series founders card will it limit power draw?

The 16-pin 12VHPWR connector uses a smaller pin size compared to the 12-pin proprietary connector on the 30 series FE cards (with the exception of the 3090 Ti FE).  The 12VHPWR connector will not fit in the 12-pin connector without an adapter.

As far as the limit on power draw, that information would likely come from the adapter manufacturer if you can find such an adapter.  This PSU does include standard 6+4-pin PCIe connectors that are compatible with the adapter included with the FE cards.

They will likely go out of stock very quickly.  The PX-series Vertex's aren't set to release until January 2023 earliest, so you'll have to keep checking back when the pre-orders go up.
