Does the "Quiet Front Panel" have any sound dampening material on it? Or is it just solid?

If you had a noisy can or drive then all the best sound dampening material isn't going to make a difference here since the sides are almost completely perforated.  I interpret it as a "quiet looking front." to answer your question though, it's solid.

Question 2

Can I fit a 3.5 inch hard drive and a 2.5 inch hard drive in this case?

Yes, you can. The 3.5" disk must go in the overhead drive tray and the ssd has to be mounted in the front floor location. a short and modular power supply would be helpful. Patience and meticulous cable routing/storage is necessary. Only a 120 mm front fan will fit with both drives, and a slim depth is better. you may have to order different 90 degree sata cables. Alternately there a few places to Velcro a SSD (including the top tray) if you put a 3.5" HDD in the tray. A SSD and a large capacity 2.5 HDD is a better option. Luckily my mobo had a mini PCIE slot. M2 is also good

Question 3

Would this be able to fit a Corsair H80i or would it be too thick?  If not, what's a good (preferably quiet) recommendation for an AIO cooler that will?

Maybe, if you only used a single fan and your PS isn't too deep.  
I've got an H60 in mine and it fits with a rather large Corsair HXi 850 PS... barely.  However I replaced my front panel with that from the regular SG13B... the Q version just doesn't allow enough air through and my system was getting too hot.  Granted, that's with a Titan-X and a i7 4790k, which is a lot to cram in such a tiny case.

The cables block the airflow too, so I'm in the process of making some custom length
