Can I use the desktop PC for work if the GPU is not functioning?

Yes. But you must be sure that you get the CPU with integrated graphics. I was able to use my PC to work while waiting for the GPU to be replaced because I got the i9-14900K. So just make sure you get a CPU that has integrated graphics
