Can I access (read and write) both docked hard drives simultaneously  as if both hard drives were connected internally?

Yes you can.

I'm not entirely sure of the bandwidth that it can operate at though (I only tested copying from both drives at the same time). I one drive was doing fine at 150MB/s, the instant I started copying from the second drive, the first dropped to 20MB/s while the second instantly went to 70MB/s. Once the second stopped, the first jumped back to 150MB/s. Maybe it's just my drives, but I'm not sure.

The picture only shows one power button, but the description says "Independent power buttons for each drive."  Which is correct?

The dock supports a large drive capacity of 12TB (6TB per bay). Therefore, it will not support 14TB drives.

Can I dock any of my old hard drives which already contain data or do I have to format my hard drives to use with the dock?

It should just work. I've used drives of multiple formats in it and ran some Linux utilities to do sector and block-level operations without issue.
