This product is not UL listed.  Is that a red flag?  Should I be concerned?

Per the product specifications for this item on Tripp Lite's website this is UL 1449 (3rd Edition) certified by ETL, the other testing laboratory alongside UL, though UL normally sets the standards, whereas ETL tests products against them.

I believe this can be considered compliant with UL standards for surge protectors, though I admit to not knowing how to determine the product's exact listing with UL or ETL.

Will this power strip shut off if the power gets too low? Maybe below 85 watts?

The power strip shuts off if it can not power what is plugged in to it at the time. So if you plug in 100 watts of stuff and you only have 85 in the outlet it should shut off.

will it stop my treadmill from shutting down?

A surge suppressor will only fix your treadmill stopping, if it is caused by power surges.  If the treadmill stopping is caused by "brown outs" (where the power sags, rather than surges), the problem would only be fixed by using a UPS (uninterruptible power source) that has a battery to keep power levels up during a sag.  It seems more likely that your treadmill is stopping because of an internal electrical short, or because the motor overheats.  Neither a surge protector nor a UPS would fix those kinds of problems.

I want to use this unit to protect my PC and a few low power peripherals.  My PC power supply is 750W.  Accounting for a nominal 90% efficiency this results in ~833W drawn from the wall and through the surge protector, at full load of course - well within it's limit.  However, under the PSU's 'AC Input' specification it says 10A.  I know the PSU will not pull 10A all the time but if it ever did that's 1200W which doesn't leave much headroom on the surge protector.

I want to know if this unit will work for my application and if someone can explain how I might be misinterpreting the 'AC Input' specification on my PSU. ? (Requisite question mark...)

Like all cord & plug home devices, this surge protector / power strip is rated for 15A. That corresponds to the internal components (14/3 SJ type cord, internal brass contacts, etc.) as well as the typical residential receptacle capacity (15A wall outlet & breaker, typically). When you attempt to flow more than 15 Amps through ALL connected outlets (this power strip, its outlets, and ALL other outlets around the house sharing the same wires in the walls), the breaker will pop and open the circuit. Some surge protectors have built-in circuit breakers which will also pop open at 15A. P=IV therefore, you have (15 A)(120 V) = 1800 W MAX to work with.
