Does this inverter have a fan?  I need something that uses very low power in standby mode.

It does not have a fan. It supposedly does not need one but I have had scattered complaints about excessive heat on hot days.

What types of apparatus can be plugged in the inverter?

Small electronics. 150W is not a lot. You should never attach any kind of appliance with an electric motor to an inverter not specifically rated for inductive devices. Electric motors produce a power consumption spike when turned on, which may well burn the inverter out. For comparison: a hair dryer has ten times the wattage at around 1500W.

I use it for a small DLP projector and some computer speakers (also inductive, but small, so no big spike). That allows me to run a small movie night on a houseboat or when camping. Stay at around 100W of consumption and this little thing will work like a charm.

So it's good to charge your devices like smartphones, tablets etc. and it will power other small electronics.

If you have larger things to run, you need a lot larger inverter and you may have to look into one that is rated for things like a hair dryer, pump etc.

will this run a 23" flat screen in an RV with no noise?

depends on the power usage of the tv i suppose. it has no fan so whatever is within the power limitations of it won't cause any noise. I've powered a wii u gaming console for a couple hours with no issue. i've also used charged my laptop and my phone off of it at the same time no problems. used it over the road last summer and in my truck in the oil field now. no fan means no worries about the dusty environment, but i try to keep it out of the sun because it does get hot under any load. hope i helped
