No, this does not act as a standalone device. You have to have it hooked up to a computer to be able to use the usb ports.

By 360 degree swivel, does that mean swivel "around" or a vertical swivel?

NO It means the stand rotates 360. PS is a great picture!

What kind of cable do you need to connect to PC for the best possible resolution? Does it come with the monitor? Also, the specs say HDMI: No; is an HDMI compatible monitor better or does it really matter? Thanks!

The monitor has vga, dvi and hdmi inputs. All three connections are capable of the monitors native resolution (1600x900) as long as your hardware (video card etc.) supports it.
