It comes with a digital copy of Starfield Premium Edition which you can redeem on Steam via an AMD authenticator app that they will email you after your purchase. The GPU needs to be installed in the machine in order to redeem the copy of the game.

If the fans are spinning, you should be able to see the RPM displayed in the AMD Adrenaline software, or HWMonitor. By default, these cards only turn on the fans once the card gets under load, and hits 55C or so.
