Will this fan controller allow me to run all my fans at full speed?

Hi  I have this same controller running all 5 120mm Antec fans at full speed it you so desire. And the unit just gets barely warm to the touch
The unit has pretty good heat sinking on each module so with all the air being thrown inside the case theirs not a problem
Mind you 5x 120's are going to make a bit of a noise but if it's  control you want this is the business

Question 3

Will this controller indicate if a fan has failed (not spinning)?  Is that what the LED indicates?

The LED lights blue under normal operation, and one you turn the fan up to about 40% then it turns red. It doesn't appear to be linked to the fan failure.

I have some new corsair fans and all the info i could get about the power required is it says 0.23-0.40 A. Would my fans work at max speed (@12v) with this controller ?

You'll be fine running this at max. It supports up to 0.6A or 7W per channel. This is per the documentation that comes with the unit and is available for download from Zalman's website.
