I've never heard of a computer monitor only being compatible with certain operating systems, so I could only imagine that it works with any windows, XP, Vista, 7, 8, etc

6' VGA and DVI-D cables included as pictured. Very nice monitor for my purposes. Would buy again if I had to.

No, the included stand only has a single hinge to tip it back and forth. No left/right rotation or height adjustment.

Can someone tell me the height of the panel? (vertical viewing area)  I need to find out what size 16:9 monitor will be at least as tall as our old school 4:3 monitors which have a 11 3/4" tall viewing area.  Thanks

The visible viewing area on these is 12" from the bottom of the screen to the top.  (The external dimensions of the monitor are about 13.5" from top to bottom, 16" from desktop to the top of the monitor)

You can get to this dimension from the 24" diagonal listed for these but I verified with a tape measure just to be sure.

The monitor size (24" in this case) is the corner to corner dimension.  It takes a little math but the 24" is the hypotenuse of a 30 60 90 triangle.  The height is 1/2 that dimension.

Is the screen glossy or matte?

The screen is matte and is best cleaned with a microfiber towel.  It is not reflective when in use.  I have 4 of these in various locations but the true test is the two facing a sunny window.  There is no reflection even while being illuminated in front of the display.

I have an HDMI on my laptop. I will certainly use an adapter but which cable gives me the best resolution - DVI or VGA?

Go with DVI. It won't make any difference as far as the resolution goes but the picture will be a bit sharper and more 'crisp' with DVI over VGA.
