does this printer come with inks?

Yes, I purchased a package deal that included Ink, but found that it also came with (I think two cubes/color if I remember correctly). Also, for what it's worth, the Print Quality is really impressive, especially for the price-point!

How long does it take for the ink to dry? Will it be instantly dry when it comes out of the printer?

As far as I can tell, it's dry when it comes out. The "ink" is really in the form of a solid wax-like substance, so it's not like an ink-jet where there is a solvent that evaporates.

Does this printer print on 11 x 17, aka B-size paper?

No. Letter and Legal is the largest print sizes.
