Does this computer include 2013 Microsoft Office?

It comes loaded on the machine but it is a 30 day free trial which has to be purchased if you choose to keep it. I loaded Open Office and it is free and compatable.

Does this laptop come with the cords necessary to function? Also, does touchscreen make your computer very slow like my other windows 8 HP 
laptop is? I have very fast cable, supposedly.

Not sure what you mean by "cords necessary to function" as this may mean different things for different people. It came with a power cord.

Can't compare this computer with an HP,  since I don't have one,  but I haven't been noticed any slow down in speed when I use the touch screen.  The slow down I notice is windows 8,  as a programmer,  I believe this operating system requires too much mouse work. My  opinion

Does this laptop have a download or app for netflix?

Yes, it does. If you got to the Windows 8 tile screen, or press the windows key, it can be installed from the app store accessed from the tile screen as well. But this laptop does have it installed by default. A simple update and login, then you can watch your Netflix.

The laptop has the option to connect to WiFi, but you need a home router set up that provides the connection or you can use the WiFi at any local cafe.

Yes, it has a built in camera at the top center of the bezel around the touch-screen display.

Can I use an external mouse instead of having to use the "touch screen"?

Yes, you can use a wired or wireless USB mouse. I rarely use the touch screen.  By moving the arrow cursor with the mouse to the lower right hand corner of the screen you can get the Windows 8 widgets pop out and you can then select them with the mouse.  I use Classic Shell to mimic the Windows 7 operating system and bypass most  of the Windows 8 nonsense.

The hard drive is slow which messed with the video (stream or on hdd).  I put a hybrid terabyte HDD in (considered pure SDD) and that problem was largely addressed. It has Windows 8 and webcam, but but the processor is a bit slow compared to $1500 machines, so it really depends on your needs.

For me, I can do software development (I am actually a programmer, who usually uses far more powerful desktop machines) in a pinch when I travel. (Ipad Air doesn't cut it for a real programmer).

Consider a faster hdd, and at least it is far better than a netbook or the like. It is obviously inexpensive for a reason, so just make sure it addresses your needs. (i.e. fine for general purposes like email or web browsing, etc. For serious gaming, you would really need much more).

Yes and it is a heck of a computer once you upgrade to Windows 8.1 that the Toshiba software helps you do very easily. A great buy.

yes it does. Had good service out of it so far. I actually bought one from a big box stoare for my son and liked it enough I bought this one from these guys for a good bit less.
