Can you remove the fan wall in this case?

If you are referring to the plastic casing holding the removable fans, yes.  I didn't like the fans and replaced them with higher quality (pwm/quieter) ones.  Just make sure you have enough fan headers or by the appropriate fan cable splitter units.
If you are referring to the actual entire metal wall they are mounted on,  it may also be removed by removing 3 small screws on each side, and 4 on the bottom.

What is the maximum length of a GPU (or any PCI-E card) that can fit into this case?

It measure 25 3/4" from front to back
It can accommodate a a full size video card
I have in mine a evga 770 gtx.  It can also fit
A full aftermarket psu.  It won't however fit an aftermarket CPU fan like 120mm dual radiator
Like the one I use coolermaster hyper 212 Evo
The top radiator tubing won't clear the lid by around 1/2 inch so I had to dremmel a square
On the lid above the CPU and mod it.  Bottom line
I used the rack as a game rig so it will fit anything you can throw at it minus some really tall aftermarket CPU cooler like the hyper evil.  Hope it help.  It's very deep as I said since it has lots of front expansion space.  The expansion space is difficult to disassemble take your time taking it apart patient or you gonna cut your knuckle look through how they design it before trying to use force.   Very loud sine I install 2 120mm fan up front and 2 120mm fan CPU air cool you need an expansion bay if you have short headphone there won't be a front sound mic input so you need to pick up a aftermarket front io panel.  But that's just me I'm using it as a gaming rig like that fact i built a rack and it look nicely with my triple monitor gaming rig

No, it does not come with rails but Newegg has the Norco RL-20 & RL-26 rails. I went with the RL-26 for the length and I know they work.

I am looking to build a11 drive nas 
8 Raid 5, 2 in Mirror, and 1 SSD internal trying to this with 10 tray less hot swap trays

are the 2 bays on the side 3 5.25 bays together and 2 5.25 bays in the middle?
if not what are they (i do not care about the size in the cage as i plan to remove the bays)

All 3 bays are detachable.  the 1 on the left and right side of the case was intended for 3.5" internal HDD,  which sit right behind a meshed with a gap for a 120mm fan, each bay is a whole unit that can be slide outward from the case with HD intact for easy mounting of HD.  the HD themselve slide right in and held together by rails clips,  the middle one are 3, 5.25".  if i understand your question right you wan to mount hot swap HD in the left and right side bay,  you can. 
thats what the bay look like when slide outward.
you can have 10 hotswap 3.5" tray, you just need to slide out the HD mounting unit and unscrew the metal meshed.  mount all your Hot swap bay with HD in them plug in the cable from inside then slide them back in.  its been awhile since i open mine up.  dont remember if it just snap back in, or held down by a screw. the middle support 3, 5.25" intended for cd rom etc.  i used mine as a gaming rig, cause of how hot it is where i live i need those 2 120mm fan in front + 4 80mm fan in the middle along with my 2 120mm fan on my cpu to keep thing running cold and dont have to worry about turning the AC in the room while gaming.  i run 2, 3.5" 1Tb HD 4, 2.5" SSD drive in a mounting 3.5" brack on each side bay.  1 Primary SSD for window OS, each other SSD is for game, media applications. video etc.  the 2 TB HD is for backup of programs, downloads.  and i used the middle tray for a I/O expansion slot.  the case dont have a front mic/headphone plug, and a dvdrom.  so yes you can turn it into 10 hotswap bay, just make sure to use the correct hotswap bay size, 3.5" and HD to fit those hotswap tray.  im not sure you can align it with the scew hole and amake the front flush never tried hotswapping it.

How are the hard drives removed with the fan wall in the way?

There are two hard drive cages that slide out from the front panel - you just remove a couple of screws and slide them forward.
