can this cable be used for a webcam?

Probably, but it ultimately depends on the webcam. This cable is designed to provide DC power to the device, but USB 2 was not designed to go 16 feet, so that's a long way for a low amp DC current. This cable is an ACTIVE extension cable, and engineered to make up for that, so it should. If you find that you're getting low frame rates or intermittent issues, it probably is a power issue. In that case I would suggest you get an externally powered USB Hub and connect it to far end of this cable, then plug your webcam into the hub. A powered hub should overcome any power issues you have, and then the active cable only has to pass the data signal, which it can do very well.

can this be used for an extension on printer?

Yes you can. On a long cord, the power fades with the longer length, then having a built in power booster helps any USB function.
