Will this work with a Samsung 840 EVO mSATA?

This unit is designed to work with any MSATA Card. So yes it will work so long as it's an Msata format.

Question 2

What are the dimensions?  Need to install in acer laptop. Is it 44 pin?  Will it work with 44 pin plug on acer 5000?  Want to make over old laptop for light duty.

The SATA interface is 7+15 pins Sata data and power male connector. The mSATA interface is "1 x mSATA socket which supports SATA-io dot org mSATA pin out. The dimensions of this converter are the same as any 2.5 inch hdd or ssd, but of course you will need the mSATA drive to make it work. Mine works flawlessly with a crucial 256gb mSATA drive. Will this work with half-height mSATA drives? For example Sandisk SDSA5FK.

This unit provides mount points at 22mm, 46mm, and 65mm
 (on center, measured from edge of header).

You adjust mount point by accessing printed circuit board (PCB).

Remove the four screws from Adapters base, separate housing. Remove the two screws from mounting standoffs, move standoffs to appropriate thru-hole that matches card length to be inserted, replace standoff screws.
 (Take care not to crack PCB during this procedure.)

Reassemble housing, inserted  mSATA to header, secure with mount screw.

Does this adapter support 3.3V and 5v msata SSD drives?

I can't say exactly, but I can share how I used this product. I took a Samsung PM841 256GB mSATA SSD out of a Razer Blade 14 (2013) gaming notebook, installed it in this adapter and am using it in my desktop computer. I didn't even think to worry about different voltages. Hopefully, this is some kind of help.

I could not get the mini-USB port to work at all. However, when I hooked up a Kingwin SATA to USB adapter to the SATA port, it worked fine. I'm using an Intel 60G mSATA SSD. I'm plugging into the same USB 2 port when using either the mini-USB or the Kingwin adapter plugged into the SATA port.

Is there some special mSATA device that is specifically USB compatible? Has anyone ever gotten the mini-USB port to work?

I noticed this too, and apparently it does have to do with the mSATA Device.  The mSATA device needs to also have the usb capability.  I also have an Intel mSATA device and it does NOT work with USB.
