Do the 3.0 ports still run at 3.0 speed, or is it downgraded to 2.0 speed?

Its downgraded. As the board doesnt have a 3.0 header to support the front panels 3.0 on a lot of new case designs. So to at least get those 3.0 ports to work, this adapter will do that but at the 2.0 speeds as your plugging it into a 2.0 header on the motherboard. hopes that helps.

Will the usb port work as 3.0 or 2.0?

It will only work as USB 2.0. The whole point of this adapter is to allow you to use the front USB 3.0 connectors on the case that only has USB 3.0 ports on them. If you want the front to work at USB 3.0, you will need to upgrade the motherboard or put in a PCI-e card that will connect to the from 3.0 ports.

Where do you plug the blue thing in?

The blue connector should be coming from your case. This is a USB3 to USB2 adapter, meaning that your case has USB3 on the front panel, with a cable coming from there, to connect to your motherboard that does not have a USB3 panel, so you will connect the black end of this connector to the motherboard USB2 panel.

My new case has 2 USB3 ports in the front. Will both ports run off one cable?

They way mine is setup the system board (Motherboard) will support two but it requires one per port. I am thinking about getting another because I do notice a big speed difference from 2.0 to 3.0 USB.

So i bought the zalman z9 case which has two front panel 3.0 usb ports, but it didn't come the 3.0 header, (the blue cable that plugs into the motherboard) so would this converter allow me to convert those front ports?

This adapter connects to the plug that comes from those USB ports. Short answer no, you should probably contact the manufacturer on the missing connector.

yes, if you have front usb ports that are usb 3.0, this gives it the ability to make those usb's work as usb 2.0, I had the issue where my board did not have the connection so i bought this and they work great as usb 2.0 which i don't mind being that i don't really use the 3.0.

My motherboard has 1 USB 2.0 and 1 USB 3.0 connector, my 2.0 connector is already used for my water cooler. Can I plug my other usb2.0 cord which is for my case front panel into this, then into the 3.0 port on my motherboard to hook up my front panel buttons? Will this work? Are there other options?

No you cannot, this adapter is intended to hook up USB 3.0 ports to a USB 2.0 header on your motherboard. In order to do what you want to do you would have to find a male USB 2.0 to female USB 3.0 adapter, I don't believe they are made.
