I have heard that people experience difficulties with PCI(e) cards to expand the number of SATA ports.    Has anyone successfuly added a PCIe card to get more SATA ports under the Linux OS?

I haven't but there is another board from ASRock that uses the same chipset with 2 more sata ports (4 total). Q1900DC-ITX

can I use windows xp on this?

I tried multiple versions of XP without success (even the black edition wouldn't load as a test). I was able to get past the initial load of windows off the CD or USB drive but couldn't get past the second installation. XP just doesn't know how to handle the BIOS on this MB.

What is the maximum amount watts needed?

You will only need a PSU with 250 watts or so, but the best PSU's available are in the 300 to 400 watt range.  It's slim pickings under 300 watts.  Your complete build even with a separate graphics card will not draw much power, probably less than 100 watts max with this board, most of the time much less than that. The SeaSonic SS-300ET Bronze 300W is a good choice or the  Antec EarthWatts Green EA-380D Green 380W.  If you are using a slim low profile case, it's important to get a PSU that is not more than 3.4" x 5.9" x 5.5", otherwise your PSU and standard dvd player will not fit in the case and still have room to get the PSU cables around the back of the DVD housing.  I recommend the Antec because it's fan position is set up so that it pulls air through the case.

Can this board support Hyper V?

It was a simple machine setup for my mom's kitchen. Installed with not a single problem since then.
