Will a 90W power supply power this motherboard?

I bought a slim case with a 250 watt power supply and it seems to work pretty well.....from a tech point of view I would not use anything less than a 250 watt power supply on this board. With a 90 watt power supply some of the on-board peripherals may not work properly.

does this work in dell computers?

You would have to be more specific. I have seen some Dell desktops with small form-factor motherboards like this, but without knowing more about your setup I'd say it's 99% certain that this would NOT be a drop-in replacement for your motherboard. Even if your Dell is using Mini ITX, it probably has a custom backplate that cannot be removed.

Can I install an SSD in the a mini PCIE socket?

Socket is mini PCIe only. Does not support mSATA.
