Is this USB 2.0? The description doesn't specify.

Yes, this is standard USB 2.0. I've been using it everyday at work for the last couple of months and it's wonderful. I primarily deal with spreadsheets all day, so it's nothing too intense. Occasionally I will notice a slight stutter in the monitor, but it's nothing serious. I wouldn't recommend it if you're planning on watching tons of HD videos or gaming through it, but if you're just going to be using it for a simple secondary monitor it's great.

CAN IT BE USED EITHER FOR MAC OR WINDOWS?

Yes it will work on Mac 10.6 Leopard The whole way to 10.10 Yosemite.
