No. No, it doesn't. I don't know why you would believe that, but it doesn't. There is no camera listed on the specs or visible in the picture for a reason. The reason being there is none. So, to answer your question: no, there is no built-in camera for Skyping.

I wouldn't see why not. The only thing to make note of is the fact that you'd need to find a different means of transferring your game console's audio because this monitor does not have built-in speakers.

Please note though that I have not tried hooking up either my Xbox 360 or Xbox One to this but I have heard from friends that they've used "computer monitors" before to connect those systems. My educated guess is, with this simply being an HD display that accepts HDMI input, it will work with anything that uses HDMI output.

Glossy, very glossy. When any part of the screen is black you can see a reflection. I'm usually a matte finish person, but I'm happy with this monitor. It has a very high quality picture.

There are no led monitors, only oled which are $500 plus. This is LED backlit, with and lcd panel which saves energy.

you will have to buy proper mounting kit as it does not come with screw holes. it would be best to buy a different monitor if going for wall mount.

Hardcore? No, you're better off looking for BenQ. When you play fps or stream the internet, when you scroll or move fast, there is a slight ghosting ( very very hard to see however). But I prefer image quality. This LED IPS blew my TV away in terms of contrast.

Is the stand wobbly? It looks like it would be.

During the time I have owned this product (over 1 year) I have not had any issues with the stand being wobly.  I even have my camera mounted to the top of the monitor for use with Skype and other communication methods.  The stand has held up good, I am well pleased with the purchase from Newegg.

is this vesa mountable?

This monitor (Acer H236HLbid 23" 5ms GTG IPS Panel) is not VESA standard compatible. In the future you can find this out by looking at the back of the monitor, either in pictures or in person, and looking for the standard 4 holes that provide VESA mounting support. Additionally, chances are that when the specs' do not say anything about VESA mounting, that it is not VESA compatible. =)

I have some major backlight bleeding in the lower left corner. Does anyone else have this issue?

Back-light bleeding is normal for an IPS panel. It is really only noticeable when the screen is displaying a dark image. If you can notice it when it isn't displaying a very dark image then you have a defective model and should see if you can get a replacement.
