Does it come with an ink cartridge?

Yes!  It actually came with two, one black and one color.  Also included were one power cord, one usb cord, software disc, and troubleshooting guide pamphlet.

While I'm here let me add that setup was a breeze and so far, after one week, it functions perfectly.  I am quite please with this printer!

do i need a cord for this item?

No. It provides charger with cord to plug in. Also it has USB cable shipped together to connect the printer with the computer. Moreover, you can simply connect it with computer by connecting to the same wireless network.

This printer comes with both ink cartridges, one black and one color. They are shrink wrapped and you install them in the printer yourself.

Both of these cartridges hold less ink than the ones you buy to replace them. The 61xl cartridges are twice the price and hold about 2.5x ink.  If you do a lot of printing, I suggest you get the xl.

Question 4

Two questions, does this unit print on regular paper? I was wondering what the "thermal" indicated. Also, can I print from my iPad to this unit? Does it support iPrint?

This printer does print on normal paper, and thermal printing describes the printing process.  This unit does NOT support iPrint, however, the ePrint function from HP is similar and can be used (once it is set up) by just emailing yourself the attachment/document you want to a specific email address for your printer.

I wondered about this as well however i had extras so wasn't too worried, however i am glad to report that mine did come with a usb cable.

can this be used with hp laptop?

I've had excellent results using this printer with my laptop.  The only feature I would change is having a hinged cover that would allow copies to made from an old book.  One sheet of paper prints clear copy just fine.  Small suggestion for a printer that has well met my limited needs.

Can power cord be attached to a power surge?

I bought this item as a gift for my daughter but I wouldn't think that would be a problem but I think if it's a concern, I would check with the manufacturer just to be sure. I know they do have a great help line.
