If I am buying the PC version of the physical game to play the campaign only and not the multiplayer function, would I be required to download, be online, and logged on to steam for that? In other words, if without internet access and steam, would I still be able to play the campaign just like PC games bought in the old days?

Yes you have to download the game from steam,however after you download it you can play in off line mode.
