I have Uverse router and signal is weak in family room. Is this what I need to have a stronger signal? Does it actually form another network or just amplify my signal. The switch I have now works but it actually forms another network so I have to change networks when walking around with ipad.

It does create a second network, but this is best used as a wired bridge - Not sure about the accuracy of that phrase, but basically you use Ethernet cables to connect all your network-able components to its LAN Ports and in turn, it connects wirelessly to your router. If you don't have AC capable router, you can achieve the same thing using a much less expensive 802.11n router- just make sure it can operate in bridge mode. I don't know about the i pad, but I know in windows you can configure connection priorities and enable automatic switching to preferred networks when in range.
