does this come with microsoft office installed?

Chromebooks do not run Windows, or Windows based applications, so no, NO office. You can use all of the online Google versions of those programs though, (Google Sheets = Excel for example). They translate and save pretty well if you are needing to create on Sheets, and then open in Excel on a different computer later.

Can you use the charger overseas (220Volt) or do you need more then a plug adapter??

Not sure, as I have not taken it out of the country. I would recommend looking at cables that are the same diameter. The charger port is very, very tiny. I apologize, wish I could help more.
