How do these mount to the card??

Its not easy to do but you have to take you time because the paper work that is included is junk. So take off the old stock fans and place this in its place. Just keep in mind the three or four plastic washers go in the middle before you put the middle heat sink on the card first. The book is trash and does not really help you on putting this big monster on the card. I am currently use it now on my hd 6990 card now. Temps are fine but should have used this many years ago.

So since the 7990 is a dual gpu card...... Would this fit? Maybe?

Well the GPUs are right were the fan is. You need to see if the copper blocks on bottom of the Arctic cooler will fit in the same place. I think you need the find the one that fits the 7990 card. Not this one because the copper block may not line up with the GPUs and your now in a bad spot. So just look for one on the internet says made for 7990. If not go water cooled instead and get a water cooled block for it. See you in BF 4!!!

I have a XFX Radeon HD7950. Would anyone possibly know if this will fit on it?

Your best bet is to get the ARCTIC Accelero Extreme 7970, this is compatible with your 7950, I am using this on my 7950.
