can windows be installed on it?

You cannot install Windows on this.  It comes with Android OS pre-installed, you can download updated versions from the Minix web site, there is also supposedly a Linux distro available, but you can't put Windows on it.

I note that this uses the android os.  would I download apps like I do my phone for Netflix etc?  does it have a web browser as well?  I am looking for it to stream tv looks like it would be a better profile option vs a desktop.  just it to do what a desktop would do but don't need all the computing power just for tv use

Yes it runs Android OS and comes preloaded with a number of apps including web browser.  You can download apps such as other browsers, Netflix etc and use those as well.  You can use Google Play store and your Google account to purchase/install apps too just like you would on a phone or tablet.  It comes with a basic remote control which isn't too useful but you can purchase other remotes for it, you can also hook up a keyboard/mouse and there is a slot for SD card.  It streams video to my 40" TV fine but note that this model is preconfigured for 720p video out of the box (if you must have higher res check out some of their higher end models).  I use mine for video streaming and a a few other apps (basic web browsing, email, games) and it works great.

How to install linux on this?

I do not know how to install a different operating system on this box. I would love to do the same thing with Windows, so let me know what you discover.
