Do these batteries include a charger or does that have to be purchased separately?

This product only contains 2 batteries and no charger. To get the charger, you will need to purchase the Xbox 360 Quick Charge Kit or Xbox 360 Play & Charge Kit. I hope that helps.

Will these work on Xbox One controllers as well?

I don't know for sure, but I really don't think they will work on XBox One. The shape of the pack is different and the connector doesn't look the same.
