Question 1

Is this a reliable PC? Like will this break down after a couple days and could it run games like Grand Theft Auto 5 with ease?

I received one of these a little over a month ago and have since been running it continuously since (besides resets for updates) with no problems whatsoever.

As for what games this (or any other computer) will run, when I was doing my own research I googled the system requirements on a number of games and then compared them against the stats of the computers I was looking at. To compare graphics cards (since the numbers can sometimes be misleading) I used the Futuremark GPU rankings and searched for the ranking of the required card and of the one I was looking at. There are probably other sites that rank graphics cards as well that could be useful. By this method, this computer is at or a little above the recommended requirements for GTA 5, and well above the minimum. So yes, it should run it with ease, although I have not tried that game personally.

The reasons I chose this computer was it was at a good price and value point while having the newest generation of Intel processor and a decent graphics card. I will admit I also like the look of it. I am not a heavy gamer or a computer expert, I mostly play World of Warcraft and a few other games, not generally the newest, so I have not tested it with anything that should be taxing for it. But it is at a good value point, lots of bang for your buck, and it has certainly worked and been reliable for what I have used it for.

Can this PC run newer games like Grand Theft Auto 5 and Cities Skylines on Ultra and still get more than 60 FPS?

Don't know in truth I have not tested gta5 out and I don't have skylines. But there are some settings on the division that runs ultra and killing floor 2 runs really good on it. Sorry if it's not much help.

Can you turn the LED lights off around the window and fan while the pc is running?

The internal lighting of this system actually comes from the chassis fans; as they have LEDs inside of them (which cannot be disabled). So you'd need to replace the internal chassis fans to remove the LED lighting.
