Does this package include the VGA cable as pictured?

Yes, everything required to set it up was included, including a new keyboard and mouse, and power and video cables.  The PC has a speakers built in, so sound even works.  I will say the keyboard is not a "traditional" layout (larger enter key and small backspace to fit the backslash key), which bugs me, but still a good deal.

does it have windows 7?

Mine came with Win 7 32 bit preloaded. But it had an included disk with Win 7 64 bit if you wanted to laod that. Been using mine for over a month and working great on a network.

Those this unit have USB ports, if so, where located?

Yes 4 in back, 2 in front. It's at the office and I'm not looking at it but I'm pretty sure that's the layout. I know it has some both front and back just not 100% sure how many since I don't look all that often.

Yes there is a db9 plug on the back as well as a db25 plug db9 is a serial and db25 is a parallel or printer port

The DVD is read only. A read-write DVD is not too expensive. However the PC is a very good value and I am very happy with it.

is this wireless and does it have a slot to download pictures from my camera?

Sorry, neither option is built into this business model.

Your camera might have a USB cable to plug directly into the PC for transferring pictures.

Otherwise, both can be easily added via the ample USB ports for less than $10.

This unit worked flawlessly and fast.

Be sure to get a USB hard drive to backup your pictures once you load them to the PC just to be safe.

Is the monitor worth the extra cost? What are the monitor specs?

1280x1024 resolution.
I would put a $25 value on the monitor personally. Of course you cannot get a 17" monitor for $25, but I like at least a 20" widescreen myself. The one I got, not pictured, but similar, is a 17(16.5)" standard(?)(non-widescreen) monitor.  This monitor is SOLID it weighs nearly as much as a 17" CRT.

I have it being used by my 8 year old son.  Works great, no problems.

Is this a 32- or 64- bit system?

Hi, this system can run as 32 bit or 64 bit.  When it shipped to me it arrived with the 32-bit Win 7 installed, but includes the disks for both 32 bit and 64 bit.  You will have to do a quick re-install with the 64 bit disk if you that is what you prefer but it does not take very long at all.

Does this come with a keyboard or mouse?

Mine came with both keyboard and mouse. Nothing spectacular but definitely works. 
You will need your own speakers.

Is the memory expandable?

Yes, it has 2 1-gig sticks and 2 empty slots, for a total of 4 slots. I added a single 2-gig Mushkin stick to each machine. I believe the maximum is 16 gigs and anything over 4 gigs requires a 64 bit OS.  It comes with 32 bit Windows 7 installed but discs and a license for 64 bit are included.

I have seen HP use multiple different motherboards across the same model, however.
