Pros:
It does put out an impressive amount of air (and noise) on the highest setting, definitely no false advertising there. For the price and ease of install, it's a great bargain. Has worked steadily (on high) for approx. two and a half years now.
Cons:
If you want something with LEDs, this isn't the best choice. It does have them initially, yes, but they certainly aren't working now. My best estimate of when they completely died was between six to eight months of ownership; I don't have a clear case, so it wasn't overly obvious.
Overall Review:
I received this as a gift over two years ago; until I came across it while looking at case fans today, I had forgotten it originally had LEDs, hah.
It does sit in a PCI slot, but it doesn't connect to the motherboard in any way; the sliding control on the back is the only fan control you'll get.
My case setup (not terribly well-engineered by the folks at hp) doesn't really allow this fan to perform like it could. Either it blows on my graphics card but then blows down towards my intake and away from my exhaust, or it blows directly on my PSU but offers no cooling to my graphics card or the rest of my case. It's doing the former because the latter would be inadvisable with my weak PCI bracket; the little plastic tabs made to connect with the PCI slot are only on one side, making it difficult (but not impossible) to mount it the other direction. Regardless -- it keeps my overall case temperature lower, and doesn't have any negative effect on the GPU temp.
