How to get BTA-402 to work with Windows 8.1

Pros:
Easy to use, after finding working drivers.
Cons:
Difficult to find drivers.
Overall Review:
It took a while to get this working, so I hope it helps others. The chipset is identical on the BTA-403 and works with Windows 8.1.
