Do you have to use both molex adapters in order for the 6-pin to work? or will it work if you only plug in one of the two molex adapters? I found an adapter on amazon that only uses one but i cost more than this. But if this adapter requires both molex's to be plugged in then ill have to get the one on amazon because I only have two molex cables available from my PSU, and I need to power two 6-pin adapters for my graphics card to work.

Yes you need to use both molex connectors since it shares the wires between each. You could always use a 1 to 2 molex splitter first if you absolutely had to. If not totally necessary I'd just use 2 molex connectors just to be safe.

Can this power the Asus GTX GeForce 1060 TURBO?

If the card has a 6 pin plug, yes. If it needs a 6 + 2 plug, no.
