I just moved a hp desktop from Win 7 to Win 10. Can I use this monitor (with proper drivers) to use the system in touch screen mode?

Using the provided USB cable to connect to the PC, I was able to use this monitor as a touch-screen display in Windows 8.1 with no issues. It works great. Not yet tried with Windows 10, but I assume the same functionality would be supported.

polarized sunglasses?

all lcd screens are polarized. it depends on the "angle" of polarization of your glasses. normally no, it does not work well. Some glasses will work.

Is the touch aspect of this monitor working/compatible with the Windows Technical Preview (aka Windows 10 Beta)?

It should be, but, I can only assume. I have it attached to a Win 8.1 machine and it works perfectly.
