According to the literature and images above, yes.  The stand is removable and the VESA mount screw holes are hidden behind it.  Since the VESA mount is recessed, as with many Dell monitors I've used, it may not work with some VESA mounts.  I've had to "shave down" some mounts with a grinder in order to get them to fit into the recessed space.

Can this rotate to vertical?

Yes it can but the stand that it comes with is only meant to be displayed horizontally, so you would need to get a different monitor stand/mount that would allow you to turn the monitor vertically.

When you want to turn the image on the monitor vertically instead of horizontally on Windows 10 follow the steps below.
1. Right-Click on Windows 10 desktop
2. Select Display Settings from the drop down menu
3. Scroll Down to Display Orientation
4. Change Display Orientation from "Landscape" to "Portrait"

Does the touch screen functionality work with Chromebook?

Not sure about Chromebook but it does work with Microsoft Surface Pro.  I would think that if the Chromebook is touchscreen then this montior should work.

I purchased 2 of these to add as 2nd and 3rd monitors to my existing All-in-One HP Envy Win10Pro setup.  Monitors and touch screens work fine on setup, but with one big exception. The touch input on both of my P2418HT invokes Clicks on the central desktop of the AIO desktop. In other words, if I touch in the upper right corner of my 2nd monitor, it invokes the Click event at the same X-Y coordinates on the 1st primary monitor. Which is not very useful. Anybody know how to configure the Touch input on the P2418HT to be on the same windows desktop as what is displayed the physical device?

That doesn't sound like a monitor issue, that sounds like a windows touch driver issue. The monitor doesn't know what it's showing you in relation to other monitors in the system, so it can't control other monitor outputs in the system. Windows and the touch driver however do know all of that information. I would verify your drivers are up to date, and then try calibrating the monitors in Windows. Try "Control Panel > Hardware & Sound > Tablet PC Settings > Calibrate. Hopefully that gets you in the right direction.

Question 6

When Windows puts this monitor to sleep, does the touchscreen stay active, allowing you to touch the screen to wake the PC back up?  I need some touchscreens for some keyboardless/mouseless applications and I've encountered some which shut off the "touch" sensor with the screen making it impossible to wake the PC from sleep mode.

After the Dell P2418HT detects no video signal from computer, it enters power save mode and the touchscreen is inactive.  I have to either move my mouse or hit a key on the keyboard to wake up the computer.

Do I need a graphics card to run this TS monitor? I just build a rig with an Intel Core i5-6500 6MB Skylake Quad-Core and an ASUS Z170-E mobo w/8GB Ram, running Win10 Pro (Microsoft Office is all that the ministry will use it for, but they want a touch screen).

short answer: no.  The 'touch' feature is separate from the video input on this Dell monitor.  The video feed may be connected to your pc via either an HDMI, a VGA or a DP (display port) cable as with any other monitor.  No HDMI cable is provided though.  The touch is solely enabled by running a USB 3.0 cable to your pc.  The cable Dell provided is not very long, so you may need a USB extension as I did.  Without the USB cable, the monitor performs like any other non-touch display.  An easy hook-up.
