It's for Steam.  Redeem the code in Steam while logged into your account and it will register that you own the game and you can then proceed to download.

It should be in the email with subject "Newegg. com – Game Code".  It took about 12 hours for the email to come.  You might also be able to find it in your account on newegg.

One reviewer mentions Steam. Can game be played off-line, or is connection to Steam required?

You need to register it with Steam and start the game up on line at least once. Once you start it online you will have a certain number of starts offline before you must be online again to start it and connect through Steam again. On the up side Steam keeps a copy of your save game and can transfer it between multiple computers if you are logged into Steam on more than one.

Sure does.  It's a code for Steam, so it's just like buying the game through the Steam client.  Unlocks everything just the same way.
