Is this a disk or download? if it is a disk, why would i need a steam account?

Because Steam handles the updates, added content (to soak you for more cash) and (helps?) ban people for cheating (along with who knows what else?).  Anyway, I don't care much for Steam either but quite a few games use steam to deliver and control their games once you purchase them, probably a sign of the times?  Along with the EULA's you have to click through to install games.  So basically you have no rights, everything still belongs to Gearbox and 2K games and they use Steam to look over your shoulder just in case.

On how many PC's can I install Borderlands 2?

As Volodymyr I says, you can install BL2 on as many comps as you want, but can only run 1 copy at a time.  a workaround is to put your steam client in "Offline mode".  you can now run 2  (or more) copy's of the game at once, not sure if you can mulit play this way though.
