According to the manufacturer, yes it does support 3gb per second.  Here is the product description:

Hello, would this breakout cable work to connect two SATA eMLC and two SAS SLC SSDs to a single mini-SAS port on the LSI 9211-4i HBA? I know that 9211-8i HBA would let me use two different breakout cables, but I do not want to spend extra on the -8i card. Regards

No.  The MLC is very small microchip connector and the cable is a single connector to the 4i board using SATA size 2.5" drives.  Unless you can keep all the drives the same type of connection then you could use the MLC 4 port cable on that LSI9211-4i card.

I am planning to use this cable with 9211-8i RAID card. The other end is SFF8482( with Dual SAS port). Can i use this part. Also can i get the Wiring diagram for this product?

Assuming you have SAS drives, rather than SATA, then this will work for 4 SAS drives. You also need to make sure your power supply has enough 4-pin power connectors for the number of hard drives you are installing (or use 4-pin power splitters).
